December 20, 2023 Announcement of the Frequency Reorganization Action Plan (FY2023 version)

The Ministry of Internal Affairs and Communications (MIC) has completed the Frequency Reorganization Action Plan (FY2023 version) to ensure smooth and steady implementation of the frequency reorganization.
Before completing this, MIC solicited opinions from Saturday, September 23, through Thursday, November 2, 2023, on the draft Plan and received 89 opinions. Therefore, MIC announces these opinions along with MIC’s views on the opinions.

1. Background and purpose

MIC developed the Frequency Reorganization Action Plan in 2004 for the first time. Since then, MIC has published a revised version annually to show MIC’s efforts to ensure smooth and steady implementation of the frequency reorganization while securing transparency and predictability. With consideration of the results of the solicitation for opinions on a draft of the Plan, MIC has completed the Frequency Reorganization Action Plan (FY2023 version).

2. Development of the Plan

The Frequency Reorganization Action Plan (FY2023 version) has been published, as shown in Attachment 1.
A summary of that is provided in Attachment 2.

3. Results of solicitation for opinions

The opinions submitted in response to the draft of the Frequency Reorganization Action Plan (FY2023 version) and MIC’s views on these opinions are shown in Attachment 3.
Attachments 1 and 3 will be posted in the Public Comment section of the e-Government (e-Gov) portal (https://www.e-gov.go.jp) and made available at the designated contact point.

4. Future plans

Based on the Frequency Reorganization Action Plan (FY2023 version), MIC will certainly take specific actions.
MIC will review it based on the results of the survey on actual radio spectrum usage conducted every year and the assessment of the degree to which the radio spectrum is being utilized effectively.
