December 22, 2023 Holding Round-table Conference on Information and Telecommunications Infrastructure and Utilization for Realization of Vibrant Local Communities

The Ministry of Internal Affairs and Communications (MIC) will hold a Round-table Conference on Information and Telecommunications Infrastructure and Utilization to foster vibrant local communities. This conference will assess the current status and challenges of the information and telecommunications environment in various regions, focusing on disparities between urban and disadvantaged areas. It will explore the development of new telecommunications networks aimed at achieving ultra-high capacity, ultra-low latency, and low power consumption. Additionally, the conference will discuss policy directions related to information and telecommunications infrastructure and its utilization. These discussions are crucial in creating vibrant, diverse local communities amidst challenges such as a declining population, falling birthrate, and aging population.

1. Background and objectives

MIC is actively working towards the realization of the Digital Garden City Nation concept, focusing on the development of information and communications infrastructure to support the promotion of regional Digital Transformation (DX). Based on the Digital Garden City Infrastructure Development Plan, MIC is advancing the establishment of both wired and wireless communications networks, as well as the implementation of cutting-edge digital technologies to address local challenges through the utilization of this digital infrastructure. Furthermore, it is essential to collaborate with relevant ministries and agencies to achieve digital reform of administration and public finance, harnessing the full potential of digital technology to maintain and enhance public services, stimulate local economies, and bring about societal transformation.
In light of this background, and in order to address the regional disparities, including those between urban areas and disadvantaged regions, concerning the current state and challenges of information and communication usage environments in various regions, MIC will organize the Round-table Conference on Information and Telecommunications Infrastructure and Utilization for Realization of Vibrant Local Communities. This conference will also consider the future direction of new communication networks that contribute to achieving ultra-high capacity, ultra-low latency, and low power consumption while taking into account factors such as a declining population and an aging society. The main objective is to examine the policy direction regarding the necessary information and communication infrastructure and its utilization to realize vibrant and diverse local communities.

2. Main items for consideration

(1) Direction of environment improvement based on the utilization status of communication and broadcasting services, including end-to-end, in the region.
(2) Creating an environment where digitally skilled individuals nurtured in the region can thrive.
(3) Utilizing the digital infrastructure established in the region for industrial promotion and addressing societal issues such as labor shortages through the use of digital technology.
(4) Building and strengthening collaboration structures among stakeholders for the promotion of regional digital transformation (DX).

The first meeting will be held on Tuesday, December 26, 2023, and will be held about once a month after that.
