December 26, 2023 Results of Solicitation for Opinions on Draft Ministerial Ordinance Partially Amending Rules for Reporting on Telecommunications Business and Partial Amendments to Said Ordinance

The Ministry of Internal Affairs and Communications (MIC) solicited opinions on a draft ministerial ordinance that partially amends the Rules for Reporting on Telecommunications Business from September 26, 2023, through October 25, 2023. As a result, eight opinions were submitted, and MIC has decided to make the submitted opinions public, along with MIC’s views on them.

1. Overview

MIC receives reports on the status of contracts, etc., from each telecommunications carrier in accordance with the Rules for Reporting on Telecommunications Business (Ministerial Ordinance of MPT No. 46 of 1988). However, due to changes and diversification in the form of telecommunications service provision, MIC has decided to change the submission format, etc.

2. Results of solicitation for opinions

MIC prepared the draft ministerial ordinance for Partially Amending the Rules for Reporting on Telecommunications Business Act and solicited opinions from Tuesday, September 26 through Wednesday, October 25, 2023, in accordance with the Administrative Procedure Act (Act No. 88 of 1993).
As a result, eight opinions were submitted. The opinions submitted, along with the MIC’s views on them, are shown in Attachment 2.

3. Promulgation and enforcement of Ministerial Ordinance

Based on the results of solicitation for opinions, etc., this Ministry Ordinance has been promulgated and has come into effect today.
