December 26, 2023 Results of Solicitation for Opinions on Draft Ministerial Ordinance Partially Amending the Regulations for Enforcement of the Act on Correspondence Delivery by Private Business Operators

The Ministry of Internal Affairs and Communications (MIC) solicited opinions from Thursday, September 28 through Friday, October 27, 2023, on a draft ministerial ordinance to partially amend the Regulations for Enforcement of the Act on Correspondence Delivery by Private Business Operators (Ministerial Ordinance of MIC No. 27 of 2003), which prescribes the method of access to the rates, etc. of general correspondence delivery service operators. As a result, one opinion was submitted.
Accordingly, MIC has decided to make the submitted opinion public, along with MIC’s views on the opinion.

1. Background and overview of revision

With the enforcement of the Act Partially Amending the Basic Act on the Formation of a Digital Society and Related Acts to Promote Regulatory Reforms for the Formation of a Digital Society scheduled for April 2024, it is necessary to stipulate how to view general correspondence delivery service operators’ rates and other information on the Internet.

2. Results of solicitation for opinions

The opinions submitted, along with the MIC’s views on them, are shown in the attachment.

3. Future plans

Based on the results of the solicitation for opinions mentioned above, the Ministerial Ordinance Partially Amending the Regulations for Enforcement of the Act on Correspondence Delivery by Private Business Operators was promulgated on December 27, 2023, and is scheduled to come into effect on April 1, 2024.
