December 27, 2023 Results of Solicitation for Opinions on Draft Ministerial Ordinance Partially Amending Regulation on the Interconnection Charges Relating to Category I Designated Telecommunications Facilities

The Ministry of Internal Affairs and Communications (MIC) solicited opinions from Saturday, November 18 through Monday, December 18, 2023, on a draft ministerial ordinance partially amending the Regulation on the Interconnection Charges Relating to Category I Designated Telecommunications Facilities, which sets forth the figures used to calculate interconnection charges for fiscal 2024 based on the long-run incremental cost system. As a result, one opinion was submitted. Accordingly, MIC has decided to open the submitted opinion to the public, along with MIC’s view on the opinion.

1. Background and overview of revision

A long-run incremental cost method is used to calculate the interconnection charges for the local exchange functions, etc. of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation’s category I designated telecommunications facilities.
In order to determine the figures used for the calculation of the net fixed asset value and the figures used for the cost calculation in the calculation of the interconnection charges for fiscal 2024 based on the long-run incremental cost system, revisions will be made to the Appended Tables 2-2 and 4-3 of the Regulations on the Interconnection Charges Relating to Category I Designated Telecommunications Facilities (MPT No. 64 of 2000).
These numerical values are based on discussions at the 80th meeting of the Study Group on a Long-run Incremental Cost Model held on a rotating basis from Wednesday, November 15, through Thursday, November 16, 2023.

2. Results of appeal for opinions

MIC solicited opinions from Saturday, November 18, through Monday, December 18, 2023, and received one opinion.
The opinion submitted, along with MIC’s view on the opinion, is shown in the attachment.

3. Future plans

MIC plans to amend the Regulation on the Interconnection Charges Relating to Category I Designated Telecommunications Facilities promptly.
