December 8, 2023 Results of Solicitation for Opinions on the Draft Cabinet Order to Partially Amend the Cabinet Order for Fees Relating to the Radio Act and the Draft Ministerial Ordinance to Partially Amend the Regulations for Enforcement of the Radio Act

The Ministry of Internal Affairs and Communications (MIC) solicited opinions from Wednesday, September 6 through Friday, October 6, 2023, on a draft cabinet order amending part of the Cabinet Order for Fees Relating to the Radio Act and a draft ministerial ordinance amending part of the Regulations for Enforcement of the Radio Act. As a result, four opinions were submitted, and MIC has decided to open the submitted opinions to the public, along with MIC’s views on them.

1. Overview

Based on the Plan for a Comprehensive Review of Regulations in light of the Digital Principles (published by the Digital Extraordinary Administrative Advisory Committee in June 2023), MIC prepared a draft cabinet order to amend the Cabinet Order for Fees Relating to the Radio Act and a draft ministerial ordinance to amend the Regulations for Enforcement of the Radio Act, and solicited opinions from Wednesday, September 6 through Friday, October 6, 2023.

2. Results of solicitation for opinions

The opinions submitted, and MIC’s position on them are shown in the attached PDF file.

3. Future plans

Based on the drafts, the Cabinet Order has been promulgated today to amend part of the Cabinet Order for Fees Relating to the Radio Act, along with the Ministerial Ordinance to amend a part of the Regulations for Enforcement of the Radio Act. These will come into effect on Monday, December 25, 2023.

4. How to obtain material

The material will be available for inspection and distribution at the Radio Policy Division, Radio Department, Telecommunications Bureau, MIC (10th floor, MIC). They will also be posted in the Public Comment section of e-Gov (https://www.e-gov.go.jp).
