February 1, 2023 Publication of the Report of the Telecommunications Accident Verification Meeting Working Group on PR, Awareness and Liaison Systems, and Results of Solicitation of Opinions

The Ministry of Internal Affairs and Communications (MIC) has decided to publish the Report of the Telecommunications Accident Verification Meeting Working Group on PR, Awareness and Liaison Systems compiled by the Working Group on PR, Awareness and Liaison Systems (Chief Investigator: UCHIDA Masato, Professor, Department of Computer Science and Engineering, School of Fundamental Science and Engineering, Waseda University) of the Telecommunications Accident Verification Meeting, along with the results of its solicitation of opinions.

1. Background

Telecommunications services are becoming increasingly important as infrastructure for people's lives and socio-economic activities, including interpersonal communication and the free dissemination of information. Recent years have seen a growing number of communications failures in the telecommunications services provided by telecommunications carriers, and many issues relating to such carriers' approaches to publicizing information and promoting awareness have become apparent.
In October 2022, MIC launched the Telecommunications Accident Verification Meeting Working Group on PR, Awareness and Liaison Systems, which has been meeting to consider approaches to PR, awareness and liaison systems in the telecommunications field.
The Working Group compiled a draft report, on which MIC solicited opinions from Friday, December 16, 2022 through Friday, January 13, 2023. As a result, 6 opinions were submitted.
MIC has decided to publish the Report of the Telecommunications Accident Verification Meeting Working Group on PR, Awareness and Liaison Systems finalized based on the received opinions and the results of discussions at the fifth meeting of the working group held on Friday, January 27, 2023.

MIC will make the submitted opinions available for viewing and obtaining copies at the Network Safety and Reliability Office, Telecommunications Systems Division, Telecommunications Bureau, MIC (10th Floor, MIC).
