February 10, 2023 Results of Solicitation of Opinions on Draft Ministerial Order for Partial Amendments to the Regulations for Enforcement of the Telecommunications Business Act

The Telecommunications Business Committee (chaired by MITOMO Hitoshi, professor, Graduate School of Asia-Pacific Studies, Waseda University) of the Information and Communications and Posts Administrative Council solicited opinions on a draft ministerial order for partial amendments to the Regulations for Enforcement of the Telecommunications Business Act from Saturday, December 10, 2022 through Friday, January 13, 2023. As a result, 1 opinion was submitted. Accordingly, The Telecommunications Business Committee of the Information and Communications and Posts Administrative Council discloses the submitted opinion to the public and the view of the Telecommunications Business Committee on the opinion.

1. Background and overview of the revision

The subject matter concerns partial amendments to the Regulations for Enforcement of the Telecommunications Business Act (MPT Order No. 25 of 1985) to make changes to the method of calculating the amount to be compensated arising from changes to the standards for installation of category 1 public telephones, and revisions to the scope of universal services in light of the transition to an IP network, based on the report from the Information and Communications Council regarding the ideal state of the universal service system in light of changes in the fixed-line phone environment (dated September 20, 2022).
