February 10, 2023 Report from the Information and Communications and Posts Administrative Council Regarding Partial Amendments to the Regulations for Enforcement of the Telecommunications Business Act

The Ministry of Internal Affairs and Communications (MIC) today received a report from the Information and Communications and Posts Administrative Council regarding partial amendments to the Regulations for Enforcement of the Telecommunications Business Act (Inquiry No. 3157, dated December 9, 2022). In consideration of the report, MIC will promptly make the partial amendments to the Regulations for Enforcement of the Telecommunications Business Act.

1. Background and overview of the revision

The subject matter concerns partial amendments to the Regulations for Enforcement of the Telecommunications Business Act (MPT Order No. 25 of 1985) to make changes to the method of calculating the amount to be compensated arising from changes to the standards for installation of category 1 public telephones, and revisions to the scope of universal services in light of the transition to an IP network, based on the report from the Information and Communications Council regarding the ideal state of the universal service system in light of changes in the fixed-line phone environment (dated September 20, 2022).

2. Future plans

In consideration of the results of the solicitation of opinions, MIC will promptly make the partial amendments to the Regulations for Enforcement of the Telecommunications Business Act.
