February 21, 2023 Licensing for Entry into Special Mail Business

The Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Information and Communications and Posts Administrative Council (chaired by KAWAHAMA Noboru, Professor, School of Government, Kyoto University) concerning permission for 4 applicants for special mail business licenses and approval for settings in correspondence mail management regulations, and approval for another for changes in its business plan and correspondence mail agreement. MIC received a report from the Council stating that it is appropriate to grant the permission and approval as per the inquiry.
In response to the report, MIC granted permission and approval to the applicants today.

The granting of permission to the 4 applicants takes the number of specified correspondence delivery service providers to 584. Specified correspondence delivery services are positioned as businesses that provide diverse services by responding to the sophisticated and diversifying needs of users and making creative efforts. It is expected that entry of these service providers into the correspondence delivery service industry will increase the range of services from which users can choose.
