February 28, 2023 Administrative Guidance to Grandeur Inc. on the Obligation to Provide Guidance Measures in Respect of Persons Entrusted with Intermediation, etc. Regarding FTTH Services

The Ministry of Internal Affairs and Communications (MIC) has identified a violation of the obligation to provide guidance to persons entrusted with intermediation, etc. pursuant to Article 27-4 of the Telecommunications Business Act (Act No. 86 of 1984) on the part of Grandeur Inc. (Representative Director: YAMADA Takehiro; Corporation Number: 8430001069876; head office in Sapporo City, Hokkaido), a telecommunications carrier that provides the Family Giga fiber to the home (FTTH) service. MIC has therefore provided Grandeur with administrative guidance in writing regarding such matters as ensuring thorough compliance with the provisions of the article in question.

Outline of the case and the content of administrative guidance

Following complaints about improper solicitation in business activities by MediaLink Co., Ltd. (Representative Director: NAKAJIMA Makoto; Corporation Number: 1430001083743; head office in Sapporo City, Hokkaido), which is an agency for Grandeur in the provision of its Family Giga consumer FTTH service, MIC checked the facts with Grandeur and found that MediaLink had, when soliciting customers, violated its obligation to explain the terms and conditions for the provision of services under Article 26 of the Telecommunications Business Act, and that Grandeur was unable to make contact with MediaLink.

As this situation is recognized to be a violation of the obligation to provide guidance to persons entrusted with intermediation, etc. prescribed in Article 27-4 of the Telecommunications Business Act, MIC has provided Grandeur with administrative guidance in writing regarding such matters as ensuring thorough compliance in taking the requisite measures under the provisions of the article in question.
