March 8, 2023 Candidacy of Mr. KONDO Masanori for the post of the Secretary General of the Asia-Pacific Telecommunity (Second Term)

The Government of Japan has decided to present the candidacy of Mr. KONDO Masanori, the current Secretary General of the Asia-Pacific Telecommunity (APT; term of office: 2021-2024), for re-election for the post of the Secretary General (second term: 2024-2027) in the election due to be held at the General Assembly of the APT in November 2023.

1. APT overview

The APT is a regional organization toward the balanced development of telecommunication services and information infrastructure in the Asia-Pacific region, through training and seminars to develop human resources and regional policy coordination relating to such matters as frequency allocation and standardization in the field of telecommunications.
Headquartered in Bangkok, Thailand, the APT has 38 member countries and four associate member countries and regions. Japan has been a member since its foundation and is the biggest financial supporter.

2. Candidate

In addition to the APT, Mr. KONDO has participated in various international conferences, including those of U.N. specialized agencies such as the International Telecommunication Union (ITU) and the Universal Postal Union (UPU), making a wide-ranging contribution to the field of postal services and telecommunications while building global connections.
After serving two terms (2015-2021) as Deputy Secretary General of the APT, Mr. KONDO was elected Secretary General of the APT for the first time in 2020. Member countries have highly praised Mr. KONDO's achievements as the person in charge of the administration and management of the APT, coordination of opinions with member states, and development of ICT throughout the region since taking up his post as Secretary General in 2021. Even amid the pandemic, he has ensured the smooth continuation of international conferences and promoted joint researches regarding the use of ICT as well as projects to support ICT infrastructure development that can contribute to combating COVID-19. As such, MIC believes that he is the most suitable candidate for APT Secretary General.

3. Future initiatives

Japan will make its utmost efforts to obtain supports for Mr. KONDO from APT member countries.
