March 15, 2023 Result of Solicitation of Opinions on Draft Basic Plan on R&D for Expansion of Radio Wave Resources for FY2023 and Public Solicitation of Proposals

Prior to a public solicitation of proposals for research and development (R&D) for expansion of radio wave resources, which will be newly implemented from FY2023, the Ministry of Internal Affairs and Communications (MIC) solicited opinions on a draft of the draft basic plan from Saturday, February 4 through Monday, March 6, 2023. As a result, 4 opinions were submitted on the draft basic plan. Accordingly, MIC discloses the submitted opinions, along with MIC's views on the opinions and the finalized basic plan. MIC will solicit R&D proposals from the public based on the basic plan from Thursday, March 16 through Monday, April 17, 2023.

1. Result of public solicitation of opinions

MIC solicited opinions on the Draft Basic Plan on R&D for Expansion of Radio Wave Resources to be newly implemented from FY2023 from Saturday, February 4 through Monday, March 6, 2023. As a result, 4 opinions were submitted.
Based on the basic plan reflecting the result of the public solicitation of opinions, MIC will publicly solicit proposals for R&D for the expansion of radio wave resources for FY2023 as follows.

1. Application method

Refer to the proposal guidelines for an overview of the public solicitation process and further details about the application requirements.
Prepare a set of proposal documents following the style specified in the Proposal Preparation Guidelines.

2. Briefing

MIC will hold the following briefing to explain the content of the basic plan and R&D themes, and how to prepare and submit a proposal.
Date: Wednesday, March 22, 2023, from 4:00 p.m. to 4:45 p.m.
Method: Web conferencing

3. Future plans

The future schedule is expected to be as specified below, but this will depend on the status of external evaluation.
Late May: Evaluation by external experts and selection of prospective commissioned research institutions
Mid-June: Notification of approved/unapproved proposals
From late June: Conclusion of commissioned research agreement and commencement of R&D

5. Other

MIC is soliciting proposals from the public before the budget bill passes the Diet so that the R&D projects can begin promptly after the start of FY2023. It should therefore be kept in mind that the content of the program may be subject to change according to the status of the budget bill's passage.
