April 14, 2023 Results of Solicitation for Opinions on Draft Notice to Partially Change the Plan for Available Frequencies Allocated for Core Broadcasting, and Report from Radio Regulatory Council

The Ministry of Internal Affairs and Communications (MIC) conducted a solicitation for opinions from Tuesday, February 14, through Wednesday, March 15, 2023. This solicitation was for a draft notice and pertinent conditions to partially change the Plan for the Available Frequencies Allocated for Core Broadcasting (MPT Notice No. 661, 1988) to add the measure to ensure broadcasting to the purpose to establish complementary FM relay stations. In response, 14 opinions were submitted, and MIC has decided to open the opinions submitted and MIC’s views on the opinions to the public.

Based on the results of the solicitation for opinions, MIC submitted an inquiry to the Radio Regulatory Council (chaired by SASASE Iwao, Professor Emeritus, Keio University) on the draft notice and received a report to the effect that the draft was appropriate.

1. Results of solicitation for opinions

MIC prepared the draft notice to partially change the Plan for the Available Frequencies Allocated for Core Broadcasting to add the measure to ensure broadcasting to the purpose to establish complementary FM relay stations. Accordingly, MIC solicited opinions on the draft and pertinent conditions from Tuesday, February 14, through Wednesday, March 15, 2023.

2. Report from Radio Regulatory Council

Based on the results of the solicitation for opinions, MIC submitted the inquiry to the Radio Regulatory Council on Friday, April 14, regarding the draft notice to partially change the Plan for the Available Frequencies Allocated for Core Broadcasting and received the report to the effect that the draft was appropriate.

3. Future plans

Based on the results of the solicitation for opinions and the report from the Radio Regulatory Council, MIC plans to make necessary institutional development promptly.
