April 18, 2023 Public Solicitation for Research Management Organizations for FY2023 Start-up and Budding Researchers Support Program

The Ministry of Internal Affairs and Communications (MIC) will newly implement the Start-up and Budding Researchers Support Program and invite public solicitation for research management organizations for this project.

1. Overview

The Ministry of Internal Affairs and Communications (MIC) launched the Start-up and Budding Researchers Support Program (hereafter referred to as “the Program”) in fiscal 2023. This project will utilize a nationwide network of support organizations in various regions and fields. Under the shared roles of the public and private sectors, the project will provide comprehensive support from research and development (R & D) to commercialization, thus fostering next-generation industries that create and utilize cutting-edge ICT.

This public solicitation will invite applications for research management organizations to manage and support the implementers of research and development (hereafter referred to as “Research Groups”) subsidized under the project.

*This is a public solicitation for selecting research management organizations, not a public solicitation for research groups. The public solicitation for research groups will be conducted separately by the implementing organizations of the project.

2. Submission period

From Tuesday, April 18, 2023, to 5:00 pm on Friday, May 19, 2023 (Japan Standard Time)

3. Description of work for public solicitation

4. Estimated amount to be determined for research management organizations

For fiscal 2023, the amount will be deemed appropriate by MIC not to exceed 210 million yen (including general administrative expenses, consumption tax, and local consumption tax). A research management organization’s planned implementation amount includes the research group’s R & D expenses. The research management organization must conclude a research implementation agreement (subcontract) with the research group.

Applications must be submitted to MIC by email. Submissions should be addressed to the Technology Policy Division under MIC’s Global ICT Strategy Bureau within the submission period.
