April 28, 2023 Signing of Memorandum of Cooperation in the fields of Information and Communications Technology and Postal Services between MIC and the Ministry of Communications of the State of Israel

The Ministry of Internal Affairs and Communications (MIC) signed today a Memorandum of Cooperation for cooperation in the fields of information and communications technology and postal services with the Ministry of Communications of the State of Israel.

1. Background to the memorandum

In 2022, Japan and the State of Israel (hereinafter referred to as “Israel”) commemorated the 70th anniversary of the establishment of diplomatic relations between the two countries. Taking this occasion as an opportunity to promote cooperation in the fields of information and telecommunications technology (ICT) and postal services, Japan and Israel held a series of discussions toward signing a Memorandum of Cooperation (hereinafter referred to as the “MOC”) on cooperation in the fields of ICT and postal services.
The two countries have agreed to strengthen their cooperation further in the fields of ICT and postal services. Therefore, Mr. YOSHIDA Hiroshi, Vice-Minister for Policy Coordination, and His Excellency Mr. Gilad COHEN, Ambassador Extraordinary and Plenipotentiary of Israel to Japan, signed the MOC. The MOC was signed on the occasion of the reception held by the Embassy of Israel in Japan to commemorate the 75th Independence Day of Israel.

2. Outline of the memorandum

1. Promotion of cooperation in the field of ICT

The two countries agreed to cooperate by exchanging information and sharing best practices in telecommunications regulation and standardization, broadband and 5G deployment, spectrum management, telecommunications networks including optical submarine cable, smart cities, and other ICT-related solutions.

2. Promotion of cooperation in the field of postal services

The two countries agreed to promote cooperation on improving and modernizing postal services and networks through the use of advanced technology, appropriately maintaining universal service, and collaborating in international frameworks such as the Universal Postal Union (UPU).

3. Future direction

Based on this MOC, MIC will further promote cooperation between the two countries in the fields of ICT and postal services.
