May 12, 2023 Public Solicitation for Demonstration Areas for the Demonstration Project for Creating Examples of Regional Problem Solving Using Telework
The Ministry of Internal Affairs and Communications (MIC) has decided to conduct public solicitation for demonstration areas for the Demonstration Project for Creating Examples of Regional Problem Solving Using Telework, as specified below.
1. Overview
Telework is a tool to realize flexible work styles by effectively utilizing time and place through ICT. With the recent spread of COVID-19 infection, society has recognized its usefulness, and many companies and organizations have begun to utilize it. On the other hand, there is concern that the difference in telework implementation rates between urban and rural areas is widening the gap in work styles.
Under these circumstances, the MIC will implement a regional demonstration project to build a model for solving policy issues that span multiple fields in rural areas, such as the creation of local employment opportunities, in a cross-sectional manner through the use of telework to promote the effective use of telework in rural areas (see project outline in the attached PDF).
Proposals for the areas where this project will be demonstrated will be solicited widely through public solicitation via the contractor.
2. Overview of public solicitation
1. Subject for public solicitation
There are problems faced by rural areas, such as population decline, local labor shortages due to difficulties in balancing work with nursing care and childcare, difficulties in finding work due to limited job types, and a shortage of digital human resources. MIC will hold a public solicitation for regional proposals to conduct demonstration projects to build a model to solve policy issues that span multiple fields cross-sectorally by creating work opportunities and fostering digital human resources through telework.

Consortiums consisting of local governments, private companies, public corporations, and other organizations (local governments must be included)
3. Application period
From Friday, May 12, and no later than 5:00 pm on Friday, June 9, 2023
4. Application method, etc.
To apply, check the Public Solicitation Guidelines and other details posted on the contractor’s website below, prepare all necessary documents using the designated forms, and submit them by email. There will be a possibility that the file size exceeds the maximum size that can be attached to an email at the time of submission (up to approximately 10 MB). In that case, the submission should be made using appropriate means, such as a large-volume transmission system (not specified). If necessary, confirm the method of transmission with the contact person listed on our public solicitation website.

5. Demonstration schedule (tentative)

3. Holding public solicitation briefing
For those who wish to apply for this regional public solicitation, the following public solicitation information session will be held by the contractor to deepen participants’ understanding of the purpose of the project and the Public Solicitation Guidelines, etc. Participation in this briefing session is not a prerequisite for applying for this project.
