June 30, 2023 Establishment and Notification of Standard Charge Indices for Specified Telecommunications Services Provided by NTT East and NTT West

Under Paragraph 1, Article 21 of the Telecommunications Business Act (Act No. 86 of 1984), the Ministry of Internal Affairs and Communications (MIC) has established the standard charge indices for specified telecommunication services (i.e., subscriber phone, ISDN, and public telephone services) provided by Nippon Telegraph and Telephone East Corporation (headed by SHIBUTANI Naoki, President) and Nippon Telegraph and Telephone West Corporation (headed by MORIBAYASHI Masaaki, President and CEO). These standard charge indices are applicable for one year, from October 1, 2023, to September 30, 2024, and MIC has notified NTT East and NTT West of the indices today.

Standard charge index = Standard charge index for the previous applicable period × (1 + Rate of change in consumer price index - Estimated rate of increase in productivity (X value) + Exogenous factors)

(2) Rate of change in consumer price index (fiscal 2022): 3.2%
(3) X value*2: (Voice transmission): 0.1%
(4) Exogenous factors: 0

*2. The current X value (applicable from October 1, 2020 through September 30, 2024) is calculated based on the March 2021 report of the Study Group on Operation of Price Cap System (Please refer to the press release below for the background of its study).
