July 21, 2023 Results of Solicitation for Opinions on the Draft Basic Policy on Monitoring for Ensuring the Safety and Reliability of Telecommunications Services and Draft Annual Plan for Monitoring for Ensuring the Safety and Reliability of Telecommunications Services for FY2023, along with Publication of Basic Policy and Annual Plan for FY2023

The Ministry of Internal Affairs and Communications (MIC) drafted the Basic Policy on Monitoring for Ensuring the Safety and Reliability of Telecommunications Services and the Annual Plan for Monitoring for Ensuring the Safety and Reliability of Telecommunications Services for fiscal 2023 and solicited opinions from Thursday, June 22 through Wednesday, July 5, 2023, on them. Accordingly, MIC is now opening the solicitation results, along with the finalized Basic Policy on Monitoring for Ensuring the Safety and Reliability of Telecommunications Services and the Annual Plan for Monitoring for Ensuring the Safety and Reliability of Telecommunications Services for fiscal 2023.

1. Results of solicitation for opinions

In addition to the various initiatives taken by telecommunications carriers, MIC also monitors the status of compliance with laws and regulations related to ensuring the safety and reliability of telecommunications services. For this purpose, based on the “Report on the Verification of Structural Problems Related to Telecommunications Accidents” of the Telecommunications Accident Verification Meeting, MIC has drafted the Basic Policy on Monitoring for Ensuring the Safety and Reliability of Telecommunications Services, which sets forth the basic approach and overall picture regarding the said monitoring.
Additionally, MIC prepared a draft of the Annual Plan for Monitoring to Ensure the Safety and Reliability of Telecommunications Services for fiscal 2023, outlining the implementation strategies for such monitoring for fiscal 2023.
MIC solicited opinions on these drafts from Thursday, June 22 through Wednesday, July 5, 2023, and received three opinions.

2. Publicly disclosed materials

Based on the opinions submitted and MIC’s response to them, the Basic Policy on Monitoring for Ensuring the Safety and Reliability of Telecommunications Services and the Annual Plan for Monitoring for Ensuring the Safety and Reliability of Telecommunications Services for fiscal 2023 have been formulated.

The publicly disclosed materials will be posted in the Public Comment section of the e-Government (e-Gov) portal (https://www.e-gov.go.jp).
