July 28, 2023 Announcement of Results of FY2022 Follow-up Survey on Guidelines for Regulation on Production and Trade of Broadcast Content Developed

The Ministry of Internal Affairs and Communications (MIC) conducted a follow-up survey from January 13 through February 24, 2023, on the Guidelines for Regulation on Production and Trade of Broadcast Content Developed. MIC has now completed the report on this survey and decided to release the same.

1. Survey background

MIC formulated the Guidelines for Regulation on Production and Trade of Broadcast Content Developed (hereafter referred to as “Guidelines”) in 2009 to improve the production environment and motivation for production in the broadcasting content field. Since then, MIC has promoted the proper production and trade of broadcast content between broadcasters and program production companies.
MIC has been conducting regular surveys on the production and trade of broadcasting content as a follow-up to the Guidelines.
MIC conducted a follow-up survey from Friday, January 13 through Friday, February 24, 2023, to understand the current status of production and trade of broadcasting content. The report on this survey has now been completed.

2. Response status and survey results

Number of target companies: 1,596
  Breakdown: 542 broadcasters and 1,054 program production companies Number of companies that responded: 866 companies (response rate: 54.3%)
  Breakdown: 536 broadcasters (response rate: 98.9%) and program production companies 330 (response rate: 31.3%)

3. Future plans

To further promote the proper production and trade of broadcast content, MIC regularly holds meetings with the Study Group on Verification and Review on Promotion of Production and Trade of Broadcast Content (chaired by FUNADA Masayuki, Professor Emeritus, Rikkyo University). The results of this survey will be used to revise the Guidelines and other measures to promote appropriate production and trade of broadcast content in MIC.
Furthermore, MIC will work in cooperation with the private sector and further disseminate and entrench the revised Guidelines for broadcasters and program production companies.
