Results of Solicitation for Opinions on Draft Notice on the Designation of Telecommunications Carriers Subject to Article 27-3 of the Telecommunications Business Act and Report from the Information and Communications and Posts Administrative Council

The Ministry of Internal Affairs and Communications (MIC) received today a report from the Information and Communications and Posts Administrative Council (chaired by AIDA Hitoshi, former professor at the Graduate School of Engineering, University of Tokyo) based on the results of solicitation for opinions conducted by the Council from Thursday, June 1 through Monday, July 3, 2023. This report is in response to MIC’s inquiry on the designation of telecommunications carriers subject to Article 27-3 of the Telecommunications Business Act (MIC’s inquiry No. 3169, dated May 26, 2023).
MIC will promptly establish a Notice based on this report and relevant conditions.

1. Overview

The Notice aims to establish a proclamation for the re-designation of applicable carriers, based on the evaluation of current service provision status and other factors, to enforce the provisions of Article 27-3 of the Telecommunications Business Act. These provisions pertain to the complete separation of telecommunications charges and handset fees in the mobile market and the prohibition of excessively locking in customers.

2. Future plans

Based on the results of the solicitation for opinions, this report, etc., MIC will promptly establish the Notice.
