July 31, 2023 Authorization of Changes to General Conditions of Contracts for Interconnection (including Changes to Interconnection Charges for FY2023 based on the Future Cost Accounting Method) related to Category I Designated Telecommunications Facilities of NTT East and West
Report from the Information and Communications and Posts Administrative Council

On Friday, May 26, 2023, the Ministry of Internal Affairs and Communications (MIC) consulted the Information and Communications and Posts Administrative Council (chaired by AIDA Hitoshi, professor emeritus at the　University of Tokyo) on authorization of changes to general conditions of contracts for interconnection (including changes to interconnection charges for FY2023 based on the future cost accounting method) related to category I designated telecommunications facilities of NTT East and West, (Inquiry No. 3167 of May 26, 2023). As part of this process, the Council solicited opinions from Saturday, May 27 through Monday, June 26, 2023, and again from Thursday, June 29 through Wednesday, July 12, 2023.
Today, MIC received a report from the Council recommending the authorization and published the submitted opinions and MIC’s views on them, along with the report.
In consideration of this report, MIC will promptly grant authorization of changes to general conditions of contracts for interconnection.

Revision of interconnection charges for FY2023 based on the future cost accounting method. [Approval is appropriate]

2. Results of solicitation for opinions and report

On Friday, May 26, 2023, MIC consulted the Information and Communications and Posts Administrative Council for the authorization for changes to general conditions of contracts for interconnection (including changes to interconnection charges for FY2023 based on the future cost accounting method) related to category I designated telecommunications facilities of NTT East and West.
As part of this process, the Council solicited opinions on this matter from Saturday, May 27 through Monday, June 26, 2023, and received 10 opinions.
Subsequently, from Thursday, June 29 through Wednesday, July 12, 2023, MIC solicited opinions again and received 9 opinions .
Today, the Council reported that it is appropriate to grant authorization of changes to general conditions of contracts for interconnection.

3. Future plans

Based on the results of the solicitation for opinions and the report, MIC will request NTT East and NTT West take the necessary measures and will promptly grant authorization.
