July 31, 2023 Results of Solicitation for Opinions on the Draft Establishment Guidelines for Promoting Mobile Communication Systems in the 700 MHz Band and Report from Radio Regulatory Council

The Ministry of Internal Affairs and Communications (MIC) solicited opinions on a draft of the Notice of Establishment Guidelines for Specified Base Stations for the Promotion of Mobile Communications Systems in the 700 MHz Band (hereafter referred to as the “Establishment Guidelines”) from Thursday, June 22 through Friday, July 21, 2023, and received 29 opinions. Accordingly, MIC opens the submitted opinions to the public, along with MIC’s views on the opinions.
Based on the results of the solicitation for opinions, MIC sent an inquiry today to the Radio Regulatory Council (chaired by SASASE Iwao, Professor Emeritus at Keio University) regarding the Establishment Guidelines and received a report to the effect that the draft is appropriate as it stands.

1. Results of solicitation for opinions

The solicitation for opinions on the draft of the Establishment Guidelines was held from Thursday, June 22 through Friday, July 21, 2023, and 29 opinions were submitted.

2. Report from Radio Regulatory Council

Today, MIC consulted the Radio Regulatory Council on the Establishment Guidelines and received a report stating that the draft is appropriate as it stands.

3. Future plans

Based on the results of the solicitation for opinions and the report of the Radio Regulatory Council, MIC will proceed with the necessary procedures promptly. In addition, for reference when applying for the certification of establishment plans, the Manual for Application for Certification of Establishment Plans of Specified Base Stations for Mobile Communications Systems in the 700 MHz Band will be published on MIC’s Radio Use website (https://www.tele.soumu.go.jp/j/adm/system/ml/mobile/4g/) as soon as it is ready.
