Announcement of Results of Solicitation for Opinions on Draft Amendments to Effective Use Evaluation Policy and Revised Effective Use Evaluation Policy

The Radio Regulatory Council (chaired by SASASE Iwao, Professor Emeritus of Keio University) has today announced its release of the revised version of the Effective Use Evaluation Policy based on the results of solicitation for opinions conducted from Thursday, June 22 through Friday, July 21, 2023.

1. Background

The Radio Regulatory Council is tasked with evaluating the degree of effective radio spectrum usage (hereafter referred to as “effective use evaluation”) in accordance with the provisions of Article 26-3 of the Radio Act (Act No. 131 of 1950) and established the Effective Use Evaluation Policy on Wednesday, September 28, 2022.
The Radio Regulatory Council recently drafted amendments to the Effective Use Evaluation Policy and solicited opinions from Thursday, June 22 through Friday, July 21, 2023, and received seven opinions. Based on these comments, the Council deliberated today and has made amendments to the Effective Use Evaluation Policy.

2. Future plans

In accordance with the revised version of the Effective Use Evaluation Policy, the Radio Regulatory Council plans to conduct an effective use evaluation based on the results of the survey on actual radio spectrum usage in fiscal 2023.
