August 10, 2023 Results of Solicitation for Opinions on Draft ICT Cyber Security Comprehensive Measures 2023 and Release of Finalized Measures

The Ministry of Internal Affairs and Communications (MIC) has been hosting the Cyber Security Task Force (Chaired by GOTO Atsuhiro, as President and Professor, Graduate School of Information Security, Institute of Information Security) since January 2017. Based on the opinions submitted in the solicitation for opinions on a draft of the “ICT Cyber Security Comprehensive Measures 2023,” prepared by the Task Force, “ICT Cyber Security Comprehensive Measures 2023” has been finalized. MIC has decided to open the same, along with the opinions submitted and the Task Force’s views on the opinions.

1. Overview

The Cyber Security Task Force has been meeting since January 30, 2017, and compiled the “ICT Cyber Security Comprehensive Measures 2022” last August. Since then, while confirming the progress of the measures outlined in the proposal, the Task Force has been studying how to respond to new issues and accelerate the development of measures in light of changing circumstances, such as the promotion of digital reforms throughout society. Based on the results of the study until recently, the Cyber Security Task Force drafted “ICT Cyber Security Comprehensive Measures 2023,” and MIC solicited opinions on the draft from Friday, July 7 through Wednesday, July 26, 2023. As a result, 17 opinions were submitted.
Based on the opinions submitted, the Task Force deliberated and finalized the “ICT Cyber Security Comprehensive Measures 2023.” The finalized measures, alongside the submitted opinions and the Task Force’s views on the opinions, are now available to the public.
Based on the “ICT Cyber Security Comprehensive Measures 2023,” MIC will actively promote measures to ensure cyber security.
