August 1, 2023 Results of Solicitation for Opinions on Draft Report of 5G Business Design Working Group and Release of Report

The Ministry of Internal Affairs and Communications (MIC) has been organizing the 5G Business Design Working Group (headed by Chairperson MORIKAWA Hiroyuki, Professor, Graduate School of Engineering, The University of Tokyo) since January 2023 to discuss strategies for expanding 5G business and to design a conditional auction system as a novel allocation method that will contribute to this expansion.
Recently, the Working Group drafted a report titled “5G Business Design Working Group Report,” and MIC solicited opinions on this draft from Saturday, June 3 through Monday, July 3, 2023. As a result, 26 opinions were received.
The “5G Business Design Working Group Report” has now been finalized, considering the results of this solicitation. Accordingly, MIC has decided to make it public, along with the results of the solicitation for opinions.
Furthermore, based on the discussions within this working group, MIC has formulated a 5G Business Design Action Plan, which includes measures to be taken by MIC. This plan isalso made public.

Overview

5G is an indispensable infrastructure for realizing the Digital Garden City Nation. It is expected to contribute to Japan’s economic growth by solving social issues, including those in rural areas, and creating innovation. In this context, it is a crucial issue to implement 5G in society as a business while also looking at Beyond 5G in the late 2020s.
Against this background, MIC has convened the 5G Business Design Working Group since January 2023 to develop strategies for expanding 5G business using high-frequency bands, such as millimeter waves, which are expected to be at the core of future 5G allocations and to design a conditional auction system as a novel allocation method to facilitate this expansion.
Recently, the Working Group drafted a report titled “5G Business Design Working Group Report,” and MIC solicited opinions on this draft from Saturday, June 3 through Monday, July 3, 2023. As a result, 26 opinions were received.
The “5G Business Design Working Group Report” has now been finalized, considering the results of this solicitation. Accordingly, MIC now makes this public, along with the results of the solicitation for opinions.
Furthermore, based on the discussions within this working group, MIC has formulated a 5G Business Design Action Plan, which includes measures to be taken by MIC. This plan is also made public.
