August 23, 2023 Holding of Study Group on e-Seal

The Ministry of Internal Affairs and Communications (MIC) will hold a Study Group on e-Seal to discuss the system pertaining to e-Seals, a mechanism to confirm the issuing source of electronic data issued by organizations.

1. Purpose

In order to achieve economic development and address social issues through data, it is essential to establish a trusted framework that serves as the foundation for reliable data distribution. The progress of digitalization further heightens the need for such a framework.
The demand for proof of issuing sources in online transactions and procedures is expected to increase in the future. Therefore, it is also necessary to develop standards for evaluating the reliability of private e-Seal services and implementing conformity assessments. From this perspective, this study group will be held to discuss a system for e-Seal, which is a mechanism to confirm the origin of electronic data issued by an organization.

2. Items to be studied

• (1) Use cases of e-Seal applications
• (2) Level classification according to the degree of reliability to be ensured by e-Seals
• (3) Necessity of establishing a certification system for e-Seals
• (4) Other issues

The first meeting is scheduled for Wednesday, September 6, 2023, with further meetings to follow.
