August 23, 2023 Installation Status of Fixed Terminal System Transmission Line Facilities as of End of FY2022 Shares of the number of subscriber lines secured by NTT East and West

The Ministry of Internal Affairs and Communications (MIC) received reports from telecommunications carriers on the installation status of fixed terminal system transmission line facilities as of the end of fiscal 2022 (end of March 2023) based on Article 3, Paragraph 1 of the Rules for Reporting on Telecommunications Business (Ministerial Ordinance of MPT No. 46 of 1988). Accordingly, MIC has decided to announce its aggregate results.

1. Purpose

MIC obligates telecommunications carriers engaged in installing transmission line facilities for fixed terminals* to report the installation status at the end of each fiscal year, based on Article 3, Paragraph 1 of the Rules for Reporting on Telecommunications Business. The purpose of this report is to designate class I designated telecommunications facilities in accordance with the provisions of Article 33, paragraph 1 of the Telecommunications Business Act (Act No. 86 of 1984).
Recently, MIC summarized the report content of each telecommunications carrier on the installation status as of the end of fiscal year 2022. Accordingly, MIC has decided to open the same to the public.

* Transmission line facilities (hereafter referred to as “subscriber lines”) in which one end of the transmission line equipment, including a telephone line, is connected to the user’s telecommunications equipment installed in a specific place.

2. Summary of results

The summary of the aggregated results is shown below.

  • (1) The shares of NTT East and West among the number of subscriber lines installed
    • 1) The shares of NTT East and West of subscriber lines as of the end of FY 2022 declined (71.8% as of the end of FY2021 → 70.9% as of the end of FY2022 [down 0.9 percentage points]). This decline was mainly due to a decrease in the ratio of metal lines (two-wire type), which were almost monopolized by NTT East and West (94.2%), to the entire subscriber lines (33.2% as of the end of FY2021 → 31.2% as of the end of FY2022).
    • 2) Both shares of NTT East and West of subscriber lines declined. (NTT East: 77.5% as of the end of FY2021 → 76.9% as of the end of FY2022 [down 0.6 percentage point]; NTT West: 66.1% as of the end of FY2021 → 64.8% as of the end of FY2022 [down 1.3 percentage point]).
    • 3) The shares of NTT East and West of subscriber lines exceeded 50% in all prefectures on a prefecture-by-prefecture basis. However, the shares in the following six prefectures remained in the 50% range: Nara (51.6%), Mie (53.5%), Hyogo (53.7%), Shiga (55.2%), Osaka (55.6%), and Aichi (56.9%).
  • (2) The shares of NTT East and West among the number of optical fiber lines installed
    • 1) The shares of NTT East and West of optical fiber lines as of the end of FY 2022 declined due to the influence of electric power companies and regional CATV operators. (74.2% as of the end of FY2021 → 73.8% as of the end of FY 2022 [down 0.4 percentage points]).
    • 2) Both shares of NTT East and West of optical fiber lines declined. (NTT East: 89.2% as of the end of FY2021 → 89.0% as of the end of FY2022 [down 0.2 percentage point]; NTT West: 60.4% as of the end of FY2021 → 59.9% as of the end of FY2022 [down 0.5 percentage point]).
    • 3) On a prefecture-by-prefecture basis, the shares of NTT East and West of optical fiber lines in each of the following six prefectures were below 50%: Mie (37.6%), Nara (38.4%), Shiga (42.4%), Aichi (44.5%), Tokushima (44.9%), and Gifu (47.9%)
