August 30, 2023 Cyber Defense Course CIDLE for Expo 2025

Starting in September 2023, the Ministry of Internal Affairs and Communications (MIC) will conduct a cyber defense course, CIDLE, aimed at information system personnel from organizations related to the Expo 2025 in Osaka, Kansai. This course aims to strengthen the cyber security of these organizations through the National Institute of Information and Communications Technology (headed by Hideyuki Tokuda, President) and contribute to the safe holding of Expo 2025.

1. Background

Cyberattacks are becoming increasingly complex and sophisticated. In this context, Osaka Prefecture, Osaka City, and others have requested support from MIC to develop cyber security personnel to ensure full preparedness against cyberattacks in preparation for Expo 2025 (Osaka, Kansai).
Based on this support request, MIC will conduct the CIDLE cyber defense training course for Expo 2025 (Osaka, Kansai) for the information system personnel of organizations related to Expo 2025 (Osaka, Kansai). This program aims to strengthen the cyber security of organizations related to Expo 2025 in Osaka, Kansai, and to contribute to the safe execution of Expo 2025 through the National Cyber Training Center of the National Institute of Information and Communications Technology (NICT).

2. Overview of the “CIDLE” cyber defense training course for Expo 2025

CIDLE, a cyber defense course for Expo 2025, will utilize the NICT National Cyber Training Center’s large-scale virtual network environment and the latest cybersecurity research findings. The course will include lectures on security incidents and incident response exercises for Expo 2025 (Osaka, Kansai), focusing on group work and role-plays, etc., for the information system personnel of organizations related to Expo 2025 (Osaka, Kansai).
Through the implementation of CIDLE, MIC will strengthen the cyber security of organizations related to Expo 2025 in Osaka, Kansai, and contribute to the safe execution of Expo 2025.

The NICT National Cyber Training Center offers various human resource development programs, including Cyber Defense Exercise with Recurrence (CYDER) for information system personnel of national government agencies, local governments, independent administrative agencies, and critical infrastructure providers to foster cyber security personnel with practical coping skills. On the occasion of the Tokyo 2020 Olympic and Paralympic Games, the NICT National Cyber Training Center contributed to the safe hosting of the games by providing Cyber Colosseum, a practical cyber exercise for security personnel of organizations related to the games. The CIDLE cyber defense training course for Expo 2025 (Osaka, Kansai) to be offered also utilizes the knowledge of CYDER and the legacy of Cyber Colosseum to structure the program.
