August 7, 2023 Result of the Acceptance of Applications for Re-licensing, etc., of Terrestrial Basic Broadcasting Stations

The Ministry for Internal Affairs and Communications (MIC) accepted applications for re-licensing and licensing of terrestrial basic broadcasting stations and authorization for terrestrial basic broadcasting operations from Monday, May 1 through Monday, July 31, 2023, a period as designated by the Minister for Internal Affairs and Communications, due to the expiration of the valid period of licenses for terrestrial basic broadcasting stations. As a result, 194 applicants applied for re-licensing of terrestrial basic broadcasting stations.

1. Background

In principle, the term of validity of each terrestrial basic broadcasting station license is five years, and the current license expires on Tuesday, October 31, 2023 (except for terrestrial basic broadcasting stations engaged in community broadcasting). Therefore, MIC set the period from Monday, May 1 through Monday, July 31, 2023, as the period designated by the Minister for Internal Affairs and Communications in accordance with Article 6, Paragraph 8 of the Radio Act (Act No. 131 of 1950) and Article 93, Paragraph 4 of the Broadcasting Act (Act No. 132 of 1950), and accepted applications for re-licensing and licensing of terrestrial basic broadcasting stations and certification pertaining to terrestrial basic broadcasting operations.

2. Results of application acceptance

MIC received applications from 194 applicants for re-licensing terrestrial basic broadcasting stations, as shown in Attachment 1 in PDF.
The breakdown is as follows:

  • Number of dedicated medium wave broadcasters (Dedicated): 16*
  • No. of shortwave radio broadcasters: 1
  • No. of ultra-high-frequency radio broadcasters: 50
  • Number of dedicated television broadcasters (Dedicated): 96
  • Number of dual-operation medium wave and television broadcasters (Dual-operation): 31*
* Of those who applied for the re-licensing of terrestrial basic broadcasting stations, 13 medium wave broadcasters and medium wave/television broadcasters applied for special measures for suspension of AM station operation
The breakdown is as follows:
  • Number of medium wave broadcasters (Dedicated): 2
  • Number of medium wave and television broadcasters (Dual operation): 11
  • 3. Future plans

    Screening will be conducted in accordance with relevant laws and regulations, and if the applicants comply with the relevant laws and regulations, re-licensing will be granted on Wednesday, November 1, 2023.
