August 7, 2023 Release of Interim Report of Study Group on Next-Generation ITS Communications for Cooperative Automated Driving and Results of Solicitation for Public Opinion

The Ministry of Internal Affairs and Communications (MIC) solicited public opinion on the interim report drafted by the Study Group on Next-Generation ITS Communications for Cooperative Automated Driving (Chaired by MORIKAWA Hiroyuki, Professor, Graduate School of Engineering, The University of Tokyo) from Saturday, July 1, 2023, through Friday, July 21, 2023, and received 30 opinions.
Based on the results, the interim report of the Study Group on Next-Generation ITS Communications for Cooperative Automated Driving was finalized. Accordingly, MIC is releasing this along with the results of the solicitation for public opinion.

Overview

In preparation for the era of automated driving, there are growing expectations for the intelligent transport system (ITS) that utilizes information and communications technology, especially for V2X, i.e., vehicle-to-everything communications. Globally, studies for the actual use of V2X communications are actively underway, particularly in Europe and the United States.
In Japan, based on international discussions at the International Telecommunication Union (ITU), the Japanese government will consider specific measures for V2X communications in the 5.9 GHz band in addition to the existing frequency bands for the ITS (e.g., the 760 MHz band) in the Action Plan for Spectrum Reallocation (fiscal 2022 version).
Against this background, the Study Group on Next-Generation ITS Communications for Cooperative Automated Driving was established in February 2023 to study the ideal state of next-generation ITS communications in the age of automated driving, taking into consideration the environment and institutional arrangements for the early realization of automated driving in Japan.
Recently, the draft interim report was compiled by the Study Group, and a solicitation for public opinion was conducted from Saturday, July 1 through Friday, July 21, 2023, and received 30 opinions. Based on the results, the interim report was finalized. Accordingly, MIC opens the same to the public, along with the results of the solicitation for public opinion.
