October 11, 2024 Results of the Solicitation of Opinions on the Draft Partial Amendments to the Regulations on Radio Station Licensing Procedures, etc. (hereinafter referred to as the "Draft Partial Amendments")

 The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the Draft Partial Amendments from Tuesday, July 23, 2024, to Tuesday, August 27, 2024. As a result, two opinions were submitted. The opinions submitted, along with the MIC's position on them, will be made publicly available.

1. Background

 The analog simplex radio frequencies in the 350 MHz and 400 MHz bands will reach their expiration date on Saturday, November 30, 2024. This necessitates stipulating or improving provisions related to these frequencies, along with other necessary regulations. We have decided to partially amend the Regulations on Radio Station Licensing Procedures (Radio Regulatory Commission Rules No. 15, 1950), as well as related public notices and directives. We solicited opinions from Tuesday, July 23, 2024, to Tuesday, August 27, 2024.

2. Subject of solicitation for opinions

Ministerial ordinance partially amending the Regulations on Radio Station Licensing Procedures
Partial amendments to the provisions regarding the frequency allocation plan
Partial amendments to the provisions governing the frequencies and antenna power for simple radio stations
Partial amendments of the provisions stipulating land mobile service radio stations, portable mobile service radio stations, and simple radio stations that must be equipped with automatic identification devices, along with the technical requirements for the devices
Stipulating simplex radio stations, including two or more transmitting devices, allowed for application as simplex radio stations, and repealing the provisions regarding the frequency of radio equipment for simplex radio stations that use radio waves with frequencies ranging from more than 347.7 MHz to 351.9 MHz or less
Partially amending the provision stipulating the characteristics of receiver equipment used to examine applications for land mobile service radio stations, portable mobile service radio stations, simplex radio stations and premises radio stations
Directive to partially amend the Examination Standards Related to the Radio Act

3. Enforcement of ministerial ordinances, etc.

 Based on the results of the public solicitation and the report from the Radio Regulatory Council, the MIC will promptly amend the relevant regulations.
