October 15, 2024 Results of Solicitation of Opinions on FY2024 Draft Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules and Publication of FY2024 Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules

 The Ministry of Internal Affairs and Communications (MIC) drafted a plan to conduct a periodic survey for fiscal 2024 and a trend analysis of complaints to investigate the implementation status of consumer protection rules based on the Telecommunications Business Act (Act No. 86 of 1984), and opinions on this draft plan were solicited from Wednesday, August 21 through Friday, September 20, 2024.
 Based on the results of the opinions solicited, the Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules for Fiscal Year 2023 has been compiled and is now available to the public.

1. Background

 Under the "Basic Policy for Supervision of Telecommunications Business User Protection Discipline" (May 2016, Ministry of Internal Affairs and Communications, Telecommunications Bureau), MIC has been holding regular meetings for monitoring the implementation status of consumer protection rules since September 2016 to check the implementation status of consumer protection rules. As part of these efforts, regular surveys are conducted once a year on the status of the business operations of carriers, and trends in complaints, etc. are analyzed in the meetings to clarify the number of complaints, etc. and the main causes of their occurrence.
 In order to conduct this year's regular survey and analyze trends in complaints, etc., we solicited opinions on the proposed survey plan for fiscal year 2024 from Wednesday, August 21, 2024, to Friday, September 20, 2024, and five opinions were submitted. Taking these opinions into consideration, we have compiled the "FY2024 Survey Plan on Monitoring the Implementation Status of Consumer Protection Rules," which we will make public.
