October 18, 2024 Results of the Public Consultation for the New Frequency Assignment Plan (Draft) and Report from the Radio Regulatory Council
- Revised in response to the results of deliberations at the 2023 World Radiocommunication Conference (WRC-23) of the International Telecommunication Union (ITU) -

 The Ministry of Internal Affairs and Communications (MIC), based on the results of the 2023 World Radiocommunication Conference (WRC-23) of the International Telecommunication Union (ITU), conducted a public consultation for the New Frequency Assignment Plan (Draft) from Saturday, July 27, 2024 to Monday, September 2, 2024.
 19 opinions were received as a result. MIC will now publish both the submitted opinions and its perspectives on them.
 Based on the results of the public consultation, the MIC consulted with the Radio Regulatory Council (chaired by Professor Emeritus Iwao Sasase of Keio University) regarding the Frequency Assignment Plan (Draft). Today, the Council responded with a recommendation that proceeding with the draft as proposed would be appropriate.
 MIC plans to expedite the development of the relevant regulations based on the results of the public consultation and the report of the Radio Regulatory Council.

1. Background

 Based on the results of the deliberations at the 2023 World Radiocommunication Conference (WRC-23) of the International Telecommunication Union (ITU), held in Dubai, United Arab Emirates, from Monday, November 20, 2023 to Friday, December 15, 2023, partial amendments to the Radio Regulations annexed to the ITU Constitution and Convention will come into effect on Wednesday, January 1, 2025.
 The Frequency Assignment plan, a chart showing the frequencies that can be assigned in Japan, must be established in accordance with the relevant Radio Regulations. Therefore, based on the 2023 World Radiocommunication Conference (WRC-23) results, a public consultation was held regarding the new draft frequency allocation plan.

2. Report from the Radio Regulatory Council

 Based on the results of the public consultation, the MIC consulted with the Radio Regulatory Council regarding the Frequency Assignment Plan (Draft). Today, the Council issued a recommendation affirming that the original draft is appropriate.

3. Future plans

 MIC plans to expedite the development (effective January 1, 2025) of the relevant regulations based on the Radio Regulatory Council report and the public consultation results.
