October 18, 2024 Publication of the Result of Public Comment on the Proposed Revision of the “Guidelines for Regulation on Production and Trade of Broadcast Content” (Eighth Edition (Draft)) and the Revised Edition (Eighth Edition)

 The Ministry of Internal Affairs and Communications (MIC) conducted a public comment on the Proposed Revision of the “Guidelines for Regulation on Production and Trade of Broadcast Content” (Eighth Edition (Draft)) compiled by the “Verification and Review Meeting for the Promotion of Production and Trade of Broadcast Content” (chaired by Masayuki Funada, Professor Emeritus, Faculty of Law, Rikkyo University), from Tuesday, August 20, 2024 to Wednesday, September 18, 2024.
 The Guidelines were revised based on the result of the public comment, and are published together with the thoughts on the opinions submitted.

 Opinion submission period: Tuesday, August 20, 2024 to Wednesday, September 18, 2024
 Number of opinions submitted: 8

3. How to obtain public reference information

 The reference information will be available for viewing and distributed at the Promotion for Content Distribution Division, Information and Communications Bureau, Ministry of Internal Affairs and Communications.
 The reference information will be posted on the “Public Comment” page of the e-Gov (https://www.e-gov.go.jp).

4. Future plans

 To further ensure propriety in the production and trading of broadcast content, MIC will conduct the “Compliance Status Survey on the Guidelines” in collaboration with the Japan Fair Trade Commission and the Small and Medium Enterprise Agency.
 If, as a result of this survey, any impropriety is confirmed on the part of the ordering party, MIC will implement legal measures, including guidance in accordance with the Act on the Promotion of Subcontracting Small and Medium-sized Enterprises, based on its authority pursuant to the relevant laws and regulations, thus improving the transparency and promoting further propriety in production and trading.
