November 12, 2024 Establishing a Study Group on Realization of Bidirectional Portability of Fixed Telephone Numbers (hereinafter referred to as the “Portability Study Group”)

 In response to the migration of PSTNs (Public Switched Telephone Networks) to IP networks, bidirectional number portability for fixed-line phones will be introduced. To establish guidelines for this portability, the Ministry of Internal Affairs and Communications (MIC) will seek input from experts, business operators, and consumers, foster mutual understanding, identify and organize key issues, and promote coordination. To this end, the MIC will establish the Portability Study Group.

1. Purpose

 The Telecommunications Numbering Plan (hereinafter referred to as the "Plan") (MIC Notification No. 6 of 2019) mandates that all telecommunications carriers providing services using fixed-line telephone numbers enable number portability between each other as a prerequisite for using these numbers. This must be completed by the end of January 2025, when the migration of PSTNs to IP networks is expected to be completed. The Plan also requires the implementation of necessary measures to achieve this. Currently, various efforts are being made to realize this bidirectional number portability, such as system linkage or modifications, primarily between telecommunications carriers.
 On the other hand, to ensure fair competition among telecommunications carriers and enhance user convenience, the reception hours and fees for number portability, etc., should be clarified. The Information and Communications Council Report (dated Friday, September 20, 2024) also states that it is appropriate to provide guidelines, etc., on matters that carriers should observe to implement mutual number portability.
 We will hold meetings of the Portability Study Group to gather opinions from experts, business operators, and consumers, foster mutual understanding, and identify, organize, and coordinate issues for the formulation of the relevant guidelines.

2. Schedule

 The first meeting will be held on Monday, November 18, 2024, with subsequent meetings scheduled to follow.
