November 27, 2024 Results of the Solicitation for Opinions on the Draft Ministerial Ordinance Partially Amending the Regulations for Enforcement of the Radio Act and the Report from the Radio Regulatory Council
- Addition of Target Systems and Bandwidths to the Special Exception System for Equipment without Certification of Technical Conformance -
To add target systems and bandwidths to the special exception system for equipment without certification of technical conformance, the Ministry of Internal Affairs and Communications (MIC) solicited opinions regarding the draft ministerial ordinance that partially amends the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Regulations No. 14 of 1950) (hereinafter referred to as the "Draft Ministerial Ordinances"). The opinion solicitation was conducted from Saturday, October 19, 2024, to Monday, November 18, 2024. The MIC received nine opinions.
Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council, chaired by SASASE Iwao, Professor Emeritus of Keio University, regarding the appropriateness of the Draft Ministerial Ordinances. Today, the MIC received a report stating that the Draft Ministerial Ordinance is appropriate.
Based on the results of the opinion solicitation and the report from the Radio Regulatory Council, the MIC will promptly amend related regulations.
1. Background and outline
We have received requests from business sites where the radio equipment is used and from operators to add radio equipment brought in from overseas or used for experiments, etc., that comply with technical standards equivalent to those set forth in Article 4-2 of the Radio Act (Act No. 131 of 1950), as target systems or bandwidths, to the special exception system for a period specified by a ministerial ordinance.
Based on these needs and actual use cases, we decided to add them to the special exception system, prepared the Draft Ministerial Ordinance, and solicited opinions from Saturday, October 19, 2024, to Monday, November 18, 2024.

3. Report from the Radio Regulatory Council
Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council regarding the Draft Ministerial Ordinance. Today, the MIC received a report from the Council stating that the Draft Ordinance is appropriate.
4. Future plans
Based on the results of the opinion solicitation and the report, the MIC will amend related regulations.
