December 13, 2024 Announcement of the Frequency Reorganization Action Plan (FY 2024 Version)

 The Ministry of Internal Affairs and Communications (MIC) has formulated the Frequency Reorganization Action Plan (FY 2024 version) to ensure smooth and steady implementation of frequency reorganization.
 Before finalizing this, the MIC had solicited opinions on the draft Plan (FY 2024 version) from Tuesday, October 1, 2024, to Wednesday, October 30, 2024. As a result, 124 opinions were submitted. The MIC announces these opinions along with the MIC's views on them.

1. Background and objectives

 The MIC developed the Plan in FY 2004 for the first time. Since then, the MIC has published a revised version annually to show the MIC’s efforts to ensure smooth and steady implementation of frequency reorganization while securing transparency and predictability.
 With consideration of the results of the solicitation for opinions on the draft Plan, the MIC has finalized the Plan (FY 2024 version).

 A summary of the Plan is shown in the attached PDF-2.

3. Results of solicitation for opinions

 The opinions submitted in response to the draft Plan (FY2024 version) and MIC’s views on these opinions are shown in the attached PDF-3 (only Japanese version).

4. Upcoming schedule

 Based on the Plan (FY 2024 version), the MIC will certainly take specific actions.
 The MIC will review the Plan based on the results of the annual Survey on Actual Radio Spectrum Usage and the Evaluation of the Degree of Effective Utilization of Radio Spectrum.
