December 17, 2024 The Results of the Solicitation for Opinions on the Draft Ministerial Ordinance Partially Amending the Regulations on the Interconnection Charges Relating to Category I Designated Telecommunications Facilities
To determine numerical values used to calculate FY 2025 interconnection charges based on a long-run incremental cost method, the MIC solicited opinions on the draft ministerial ordinance to partially amend the Regulations on the Interconnection Charges Relating to Category I Designated Telecommunications Facilities (hereinafter referred to as the "Interconnection Charges Regulations”) from Friday, November 8, 2024, to Monday, December 9, 2024.
As a result, two opinions were submitted.
1. Background and outline of the amendment
The interconnection charges for the metal line accommodating function, which are part of the interconnection charges for Category I designated telecommunications facilities installed by NTT East and NTT West, are to be calculated based on the long-run incremental cost method.
In calculating interconnection charges for FY 2025 based on the long-run incremental cost method, numerical values used to calculate net fixed asset values and costs are determined. To determine these numerical values, Appendix Table 2-2 and Appendix Table 4-3 of the Interconnection Charges Regulations (Ministry of Posts and Telecommunications Ordinance No. 64 of 2000) must be revised.
These numerical values are based on discussions at the 82nd meeting of the Study Group on a Long-Run Incremental Cost Model, which were held on a rotating basis on Tuesday, November 5, 2024, and Wednesday, November 6, 2024.
2. The results of the opinion solicitation
The MIC solicited opinions from Friday, November 8, 2024, to Monday, December 9, 2024, and received two opinions.
3. Upcoming schedule
Based on the results of the opinion solicitation, the MIC plans to promptly revise the Interconnection Charges Regulations.
