December 6, 2024 Administrative Guidance on Errors in Reporting the Size and Other Information of Telecommunications Line Facilities, pursuant to Article 14-5, Paragraph 1 of the Regulations for Enforcement of the Telecommunications Business Act
The Ministry of Internal Affairs and Communications (MIC) today provided administrative guidance on the accuracy of reporting the size and other information of telecommunications line facilities to the following companies, pursuant to Article 14-5, Paragraph 1 of the Regulations for Enforcement of the Telecommunications Business Act: Nippon Telegraph and Telephone West Corporation (hereinafter referred to as "NTT West") (President and Representative Director: KITAMURA Ryota, Corporation No.: 7120001077523, Head Office: Osaka, Osaka), Nippon Telegraph and Telephone East Corporation (hereinafter referred to as "NTT East") (President and Representative Director: SHIBUTANI Naoki, Corporation No.: 8011101028104, Head Office: Shinjuku City, Tokyo), and ZTV Corporation (hereinafter referred to as "ZTV") (President and Director: TAMURA Kinya, Corporation No.: 8190001000667, Head Office: Tsu City, Mie).
Background
Regarding the FY 2024 report on the size and other information of telecommunications line facilities submitted under Article 14-5, Paragraph 1 of the Regulations for Enforcement of the Telecommunications Business Act (Ministry of Posts and Telecommunications Ordinance No. 25 of 1985), NTT West, NTT East, and ZTV reported errors in their submissions. Upon examination, a total of 3,143 errors were found across the three companies.
Errors in reporting the size and other information of telecommunications line facilities impact the calculation of subsidies to be granted to, and contributions to be collected from, telecommunications carriers providing broadband services. These errors undermine the purpose of the universal system for broadband services, which is to ensure the appropriateness, fairness, and stability of these services.
To prevent recurrence, the MIC issued written guidance to the three companies and instructed them to submit a detailed report on the implementation status of recurrence prevention measures before reporting the size and other information of telecommunications line facilities for FY 2025.
In response to these reported errors, the MIC revised the general and special support areas that were designated on Friday, August 30, 2024, and announced the revised support areas today.
