February 8, 2024 Signing of Memorandum of Cooperation with the Ministry of Information, Communications and The Digital Economy of the Republic of Kenya on Cooperation in the Field of ICT

On February 8, 2024, the Minister for Internal Affairs and Communications, MATSUMOTO Takeaki and Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs, Musalia MUDAVADI, signed a Memorandum of Cooperation between the Ministry of Internal Affairs and Communications (MIC) of Japan and the Ministry of Information, Communications and The Digital Economy of the Republic of Kenya, in the field of information and communication technology (ICT).
On the same day, the two ministers exchanged the Memorandum of Cooperation in the presence of Prime Minister KISHIDA Fumio and President William RUTO at a document exchange ceremony held after the Japan-Kenya summit meeting.

1. Background of the MOC

MIC has been in discussions with the Ministry of Information, Communications and The Digital Economy of the Republic of Kenya to conclude the Memorandum of Cooperation (hereafter referred to as the “MOC”) for cooperation in the field of ICT. During President William RUTO’s visit to Japan, an agreement was reached to strengthen cooperation between the two countries further in the fields of ICT and postal services. On this occasion, MATSUMOTO Takeaki, the Minister for Internal Affairs and Communications, and Musalia MUDAVADI, the Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs, signed a Memorandum of Cooperation. The exchange of this memorandum took place at a document exchange ceremony following the Japan-Kenya summit meeting in the presence of Prime Minister KISHIDA Fumio and President William RUTO.

2. Outline of the MOC

The following areas are to be promoted through bilateral consultations, encouragement of business activities, and cooperation in international collaboration frameworks (e.g., ITU).

    Cooperation on ICT infrastructure deployment
  2. ii.
    Cooperation on ICT solutions to social issues
  3. iii.
    Cooperation in human resource development
  4. iv.
    Postal service

3. Future policies

Based on this MOC, both Japan and Kenya will further promote cooperation between the two countries in the field of ICT.
