February 9, 2024 Results of Public Solicitation for Opinions on Draft Official Directive Partially Amending Examination Standards Related to the Radio Act Revision of Examination Standards regarding the operating area of radio stations for non-geostationary satellite communications systems

The Ministry of Internal Affairs and Communications (MIC) solicited opinions from Tuesday, December 26, 2023, through Monday, January 29, 2024, on a draft of the Official Directive Partially Amending the Examination Standards Related to the Radio Act. This amendment aims to shift the limits on the operating area of radio stations aboard ships under non-geostationary satellite communications systems.
As a result, 66 opinions were submitted, and MIC has opened the submitted opinions to the public, along with MIC’s views on them.

1. Overview

This amendment pertains to portable mobile earth stations that conduct mobile satellite communications through relays by artificial satellite stations established for non-geostationary satellites utilizing orbits below 600 km altitude, as stipulated in Article 49-23-5 of the Ordinance Regulating Radio Equipment (Radio Regulatory Commission Rules No. 18 of 1950), and those conducting mobile satellite communications through relays by artificial satellite stations established for non-geostationary satellites utilizing orbits exceeding 1,100 km and below 1,300 km altitude, as stipulated in Article 49-23-6 of the same ordinance. Since the operating area of portable mobile earth stations mounted on ships will not be limited to territorial waters, MIC solicited opinions from Tuesday, December 26, 2023, to Monday, January 29, 2024, on the draft of the Official Directive Partially Amending the Examination Standards Related to the Radio Act.

2. Results of public solicitation for opinions

Based on the opinions submitted, MIC has established the Official Directive Partially Amending Examination Standards Related to the Radio Act (Official Directive of MIC of 2024 No. 2).
