March 21, 2024 Approval of Amendments to Interconnection Agreements (including Revision of Interconnection Charges for FY2023) related to Category I Designated Telecommunications Facilities of NTT East and NTT West (Revision, etc. of Interconnection Charges for Fiscal Year 2024) - Report from the Information and Communications and Posts Administrative Council -

 On Tuesday, January 23, 2024, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry (Inquiry No. 3176, January 23, 2024) to the Communications and Posts Administrative Council (chaired by AIDA Hitoshi, Professor Emeritus of The University of Tokyo). The inquiry pertains to the Approval of amendments to the interconnection agreements (including the revision of interconnection charges for fiscal 2024) related to Category I designated telecommunications facilities of Nippon Telegraph & Telephone East Corporation and Nippon Telegraph &Telephone West Corporation (NTT East and West) As part of this process, public opinions were solicited from Wednesday, January 24 through Wednesday, February 21, 2024, and again from Wednesday, February 28 through Tuesday, March 12, 2024. Today, MIC received a report from the Council recommending the approval of the proposed changes as inquired about in the initial inquiry. Accordingly, MIC has decided to release the submitted opinions to the public along with the report and MIC’s views on them.
 MIC plans to approve the changes based on this response promptly.

1. Overview (Policy indicated in the report is shown in brackets)

 (1) Revision, etc. of Interconnection Charges related to Subscriber Optical Fiber for FY2024 [Approval is appropriate]
Part of Interconnection Agreements related to Category I Designated Telecommunications Facilities of NTT East and NTT West is changed to make a revision, etc. of interconnection charges of subscriber optical fiber (optical fiber subscriber line), calculated using the future cost accounting method, etc.
 (2) Revision, etc. of Interconnection Charges for Fiscal Year 2024 based on the actual cost accounting method [approval is appropriate]
Part of the Interconnection Agreements related to Category I Designated Telecommunications Facilities of NTT East and NTT West is changed to make a revision, etc. of interconnection charges of metal subscriber line (dry copper) and exclusive line calculated using the actual cost method.

2. Results of public solicitation and the report

 On Tuesday, January 23, 2024, MIC consulted the Information and Communications and Posts Administrative Council regarding the “Approval of Changes to Interconnection Agreements related to Category I Designated Telecommunications Facilities of NTT East and NTT West (Revision, etc. of Interconnection Charges for Fiscal Year 2024).
 The 1st public solicitation was carried out on this matter from Wednesday, January 24 through Wednesday, February 21, 2024, and 11 opinions were submitted.
 The 2nd public solicitation was carried out from Wednesday, February 28 through Tuesday, March 12, 2024, and 15 opinions were submitted.  Today, MIC received a report from the Council stating that it is appropriate to give approval as per the consultation.

3. Future plans

 Based on the results of public solicitation and the report, MIC will request NTT East and NTT West to take necessary measures, and promptly give approval.
