March 7, 2024 Results of the Solicitation of Opinions on the Draft Revision to the Guidelines for Promoting the Elimination of Discrimination on the Grounds of Disability in Business Fields Under the Jurisdiction of the MIC.

 From Thursday, September 7, 2023, to Friday, October 6, 2023, the Ministry of Internal Affairs and Communications (MIC) solicited opinions on a draft revision to the Guidelines for Promoting the Elimination of Discrimination on the Grounds of Disability in Business Fields Under the Jurisdiction of the MIC. We have received eight opinions.

1. Background

 It is stipulated in the Act on Promotion of Elimination of Discrimination on the Basis of Disabilities (Act No. 65 of 2013, hereinafter referred to as the "Act on Eliminating Discrimination against Persons with Disabilities'') that the "Guidelines for Promoting the Elimination of Discrimination on the Grounds of Disability in Business Fields Under the Jurisdiction of the MIC" (hereinafter referred to as the "Guidelines") are to be formulated by the competent minister.
 A revision act (Act No. 56 of 2021), which partially amends the Act on Promotion of Elimination of Discrimination on the Basis of Disabilities, will come into effect on April 1, 2024. The purpose of this partial revision is to obligate businesses to provide reasonable accommodations. In preparation for the implementation of the revision act, MIC has drafted revisions to the guidelines, in line with the Basic Policy on Promoting Elimination of Discrimination on the Basis of Disability (approved by the Cabinet on March 14, 2023), and it has solicited opinions on the draft revision.

2. Results of the solicitation of opinions

 Based on the opinions submitted, MIC has created a public notice to partially revise the Guidelines for Promoting the Elimination of Discrimination on the Grounds of Disability in Business Fields Under the Jurisdiction of the MIC.
