Result of Solicitation for Opinions on the Draft Directive Partially Amending the Examination Standards Related to the Broadcasting Act
- Technical Criteria for Safety and Reliability in Transitions to IP-based Broadcasting Equipment -
MIC received a partial report from the Information and Communications Council on Tuesday, November 21, 2023, regarding "Technical Requirements for the Safety and Reliability of Digital Terrestrial Television Broadcasting, etc." in "Technical Requirements for the Safety and Reliability of Broadcasting." Based on this partial report, MIC solicited opinions from Saturday, January 27, 2024, to Friday, March 29, 2024, regarding the Draft Directive Partially Amending the Examination Standards related to the Broadcasting Act (the Ministry of Internal Affairs and Communications Directive No. 30 of 2011). Two opinions were submitted. The opinions submitted along with the MIC's position on them will be made available.
1. Background
With the progress of information and communication technology (ICT), broadcasting equipment used for digital terrestrial television broadcasting etc. is expected to utilize Internet Protocol (IP) or cloud computing and undergo aggregation. To cope with this long-term trend, MIC instructed the Information and Communications Council to consider new safety and reliability measures to facilitate the transition to IP-based broadcasting equipment. The transition is now at the practical stage of implementation, and broadcasters have a concrete introduction plan. The Council submitted a partial report on Tuesday, November 21, 2023. In light of this, MIC prepared the Draft Directive Partially Amending the Examination Standards related to the Broadcasting Act and solicited opinions in order to develop or enhance the relevant provisions.
2. How to obtain materials
The Directive Partially Amending the Examination Standards related to the Broadcasting Act (Ministry of Internal Affairs and Communications Directive No. 28 of 2024) established based on the opinions submitted and the MIC's position on them are available in the "Public Comment" section of e-Gov (https://www.e-gov.go.jp/). They are also available for inspection and distribution at the Broadcasting Technology Division, Information Distribution Administration Bureau, Ministry of Internal Affairs and Communications (11th floor, MIC).
