Radio Regulatory Council The Results of the Solicitation for Opinions on the Draft Revision of the “Effective Utilization Evaluation Policy” and Publication of the Revised Version

 The Radio Regulatory Council, chaired by SASASE Iwao, Professor Emeritus of Keio University, solicited opinions regarding the draft revision of "Effective Utilization Evaluation Policy" from Saturday, March 16 to Friday, April 19, 2024. Based on the results of the solicitation for opinions, the Radio Regulatory Council has today revised and published the "Effective Utilization Evaluation Policy."

1. Overview

 The Radio Regulatory Council is required to do the following things based on the provisions of Article 26-3 of the Radio Act (Act No. 131 of 1950): Upon receipt of a report on the results of the survey on radio wave usage from the Minister for Internal Affairs and Communications, it evaluates the degree of the effective utilization of radio wave (hereinafter referred to as the "effective utilization evaluation"); it prepares criteria for the effective utilization evaluation and the evaluation method and establishes and publicizes the policy regarding implementation of the effective utilization evaluation (hereinafter referred to as the "Effective Utilization Evaluation Policy"); and it publicizes revised Effective Utilization Evaluation Policy.
 The Radio Regulatory Council prepared a draft revision of the "Effective Utilization Evaluation Policy" and solicited opinions from Saturday, March 16 to Friday, April 19, 2024, and received nine opinions. Based on those submitted opinions, the Radio Regulatory Council has deliberated and revised the "Effective Utilization Evaluation Policy" today.

2. How to obtain materials

 The relevant materials will be available for inspection and distributed at the General Affairs Division, Telecommunications Bureau, Ministry of Internal Affairs and Communications. They will also be posted in the "Public Comments" field of the e-Government General Contact Point [e-Gov] (https://www.e-gov.go.jp).

3. Future plans

 The Radio Regulatory Council plans to evaluate the degree of the effective utilization based on the results of the FY2024 survey on radio wave usage in accordance with the revised Effective Utilization Evaluation Policy.
