June 28, 2024 Result of the Solicitation of Opinions on the Draft Ministerial Ordinance Partially Revising Regulations Concerning Deliberations and Opinion Hearings Conducted by the Radio Regulatory Council

 The Ministry of Internal Affairs and Communications (MIC) has solicited opinions from Tuesday, April 23 to Monday, May 27, 2024, on a draft ministerial ordinance to partially revise the Regulations Concerning Deliberations and Opinion Hearings Conducted by the Radio Regulatory Council, following the plan for a comprehensive review of regulations in light of the digital principles. As a result, two opinions were received.

1. Particulars

 On December 22, 2021, the Digital Extraordinary Administrative Advisory CommitteeOpen a new window (Chaired by Prime Minister Kishida) formulated the “Digital Principles,” which are the basis for all reforms (digital reforms, regulatory reforms, and administrative reforms), and has been checking and reviewing the laws, ministerial ordinances, notices and circulars, guidelines, etc., established by the government based on the Digital Principles.
 Currently, a copy of the written records and opinions (hereinafter referred to as the “Records, etc.”) prepared at the deliberations by the Radio Regulatory Council (Chaired by SASASE Iwao, Professor Emeritus of Keio University), following Article 93 Paragraph 3 of the Radio Act (Act No. 131 of 1950), is available for public viewing at the MIC office (Secretariat of the Radio Regulatory Council). However, based on Digital Principles, MIC is partly amending the regulations concerning deliberations and opinion hearings conducted by the Radio Regulatory Council so that the written records can be browsed on the Internet.

2. Future plans

 Based on the above proposed ministerial ordinance, a ministerial ordinance to partially revise the Regulations Concerning Deliberations and Opinion Hearings Conducted by the Radio Regulatory Council has been promulgated today and will come into effect from the same day.
