July 1, 2024 Establishment of the GPAI Tokyo Expert Support Center
The National Institute of Information and Communications Technology (NICT, President: TOKUDA Hideyuki) today established the Tokyo Expert Support Center for Global Partnership on Artificial Intelligence (GPAI) within the organization.
1.Background
The government of Japan participated in the GPAI from its inception in June 2020 and served as the chair of GPAI for approximately one year from November 2022 to December 2023.
In the "G7 Leaders' Statement on the Hiroshima AI Process," which was agreed on October 30, 2023, the G7 Leaders welcomed the "Hiroshima Process International Guiding Principles for Organizations Developing Advanced AI Systems" and the "Hiroshima Process International Code of Conduct for Organizations Developing Advanced AI Systems," and it called on relevant government ministries to further advance project-based cooperation with the GPAI and other organizations. In addition, the Hiroshima AI Process G7 Digital and Tech Ministers’ Statement, which was agreed on December 1, 2023, included a statement regarding project-based cooperation welcoming projects related to generative AI that contribute to implementing the outcomes of the Hiroshima AI Process, including projects supported by forthcoming GPAI Tokyo Center.
In light of this, the government of Japan, as the chair of GPAI, proposed the establishment of the GPAI Tokyo Expert Support Center to promote activities, including projects to gather evidence for policymaking on generative AI, and further contribute to the GPAI. This proposal was approved at the GPAI Ministerial Council.

3. Work of the Center
As the first center in Asia, the GPAI Tokyo Expert Support Center will cooperate with the existing centers in Paris and Montreal to provide operational and administrative assistance for research studies and projects conducted by GPAI experts under the GPAI framework, including projects about generative AI that promote the Hiroshima AI Process.
