July 29, 2024 Report from the Information and Communications and Posts Administrative Council on the Draft Ministerial Ordinance, etc., to Partially Amend the Regulations for Enforcement of the Telecommunications Business Act and Related Matters, and Results of Opinion Solicitation

 Today, the Ministry of Internal Affairs and Communications (MIC) received a report from the Information and Communications and Posts Administrative Council, chaired by AIDA Hitoshi, a specially-appointed professor at the University of Tokyo, regarding the matters consulted in Consultation No. 3182 of June 13, 2024. The report, along with the opinions submitted in response to the opinion solicitation and the MIC’s position on them, will be made available.
 Based on this report, MIC plans to promptly amend the Regulations for Enforcement of the Telecommunications Business Act and other related regulations.

1. Background and outline of the amendment

 This amendment pertains to the "Calculation of Subsidies and Contributions under the Universal Service System for Broadband Services" (a report from the Information and Communications Council on March 28, 2024). To establish requirements for area designation for broadband services under the universal service system, we are planning to partially amend the Regulations for Enforcement of the Telecommunications Business Act (Ministry of Posts and Telecommunications Ordinance No. 25 of 1985) and other related regulations.

2. Results of the solicitation for opinions and the report

 On Thursday, June 13, 2024, the MIC consulted the Information and Communications and Posts Administrative Council on a draft ministerial ordinance to partially amend the Regulations for Enforcement of the Telecommunications Business Act and other related regulations.  MIC solicited opinions on the draft ministerial ordinance from Friday, June 14, 2024 to Tuesday, July 16, 2024, and received five opinions.

3. Future plans

 Based on this report, MIC plans to promptly amend the Regulations for Enforcement of the Telecommunications Business Act and other related regulations.
