July 29, 2024 Results of the Solicitation for Opinions on the Partial Amendment of the Regulations for Terminal Facilities and Other Related Regulations, and the Report from the Information and Communications and Posts Administrative Council

 The Ministry of Internal Affairs and Communications (MIC) consulted the Information and Communications and Posts Administrative Council, chaired by AIDA Hitoshi, a senior professor at the University of Tokyo, on a draft ministerial ordinance to partially amend the Regulations for Terminal Facilities and the Regulations for Technical Standards Conformity Approval of Terminal Equipment (Consultation No. 3181 dated May 20, 2024), and subsequently solicited opinions on the draft ordinance.

1. Summary of the amendment

 On Tuesday, July 18, 2023, the Information and Communications Council partially outlined technical requirements for the accident reporting system and telecommunications facilities adapted to the progress of digitization in its report. In response, MIC will partially amend the Regulations for Terminal Facilities (Ministry of Posts and Telecommunications Ordinance No. 31, 1985) and other related regulations.
 A summary of the amendments, etc., is provided in the Appendix.

2. Results of the solicitation for opinions and the report

 MIC solicited opinions on the partial amendment of the Regulations for Terminal Equipment and other related regulations, from Tuesday, May 21, 2024 to Wednesday, June 19, 2024, and received six opinions.
 The Information and Communications and Posts Administrative Council deliberated on the partial amendment based on the opinions submitted. Today, the MIC received a report stating that it is appropriate to partially amend the Regulations for Terminal Facilities and the Regulations for Technical Standards Conformity Approval of Terminal Equipment, as proposed.

3. Future plans

 Based on this report, as well as the results of the opinion solicitation, the MIC will promptly amend them.
